Learning Outcomes: 1.  Define "social efficiency" and "cost-effectiveness" and discuss each concept's caveats in allocating environmental goods. 2.  Identify externalities and understand the government's role in addressing them. 3.  Apply basic cost-benefit analysis for environmental decision-making. 4.  Understand the process of and justification for valuing environmental amenities. 5.  Discuss the economic perspective on environmental sustainability.
